Position Classification: Non-Exempt – Full-time

Salary Range: $23 – $27/hr

GENERAL STATEMENT OF DUTIES

This full-time position oversees the agency-wide use of the Homeless Management Information System
(HMIS), focusing on end-user utilization, training, technical assistance, compliance, and data quality. The role
serves as the designated HMIS Agency Administrator and Security Officer for House of Hope CDC.
Responsibilities include supervising all agency End Users in their HMIS usage, collaborating with Directors and
Managers on compliance issues, and establishing relationships with service providers, partners, and
stakeholders related to HMIS usage. The position actively engages in advocacy efforts on HMIS policies and
procedures. Additionally, time permitting, it collaborates with the Executive Director, Clinical Director of
Training and Development, Program Directors, and Grants Manager on funder-required reporting.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Ensure compliance with all federal, state, and agency policies and procedures associated with HMIS usage;
work with the Clinical Director of Training and Development to develop and implement agency HMIS Policy
and Procedure.
• Implement and maintain data security policies and standards in compliance with established federal, state,
and Continuum of Care protocols.
• Communicate and liaise with the state HMIS System Administrator regarding changes to the agency,
programs, staffing, or funding as they apply to HMIS usage.
• Serve as agency point person regarding HMIS and Coordinated Entry System integration.
• Work with Program Directors, RI Coalition to End Homelessness HMIS staff, and the finance team to
allocate HMIS licenses, establish payment plans, and ensure timely payment of license invoices.
• Monitor agency usage of HMIS, adherence to Data Quality Standards, and end-user performance.
• Provide direct support to agency HMIS end-users regarding training, technical assistance, performance
improvement, and corrective actions.
• Assist with data analysis, monitoring, and reporting as required and as requested internally and externally.
• Assist the Clinical Director of Training and Development, Director of Housing, and Director of Outreach in
meeting benchmarks established in the CoC Performance Evaluation Standards and Scoring.
• Complete bi-annual HMIS Security Audit Checklist and conduct required Workstation Security Checklists.
Report issues as needed and ensure that identified issues have been rectified or corrected.
• Ensure the use of agency technology and agency workstations remain compliant with all HMIS regulations.
• Serve as HMIS point of contact during all monitoring visits.
• Assist in resolving client complaints, grievances, and questions regarding HMIS use.
• Attend required HMIS meetings, including HMIS Agency Managers meetings, HMIS Steering Committee
Meetings, and others as assigned.

• Work with the Clinical Director of Training and Development to develop, implement, track, report, and
evaluate the agency’s measurable outcomes.
• Ability to understand and implement House of Hope CDC mission and culture and provide staff interaction
that ensures House of Hope CDC procedures and goals are being understood, followed, and reached.
• Follow all policies and procedures of House of Hope and ensure that all staff are operating within policies
and procedures at all times.
• Attend, prepare, and actively participate in all House of Hope CDC departmental required trainings and or
staff meetings.

REQUIRED QUALIFICATIONS

• Demonstrated knowledge/familiarity with Rhode Island’s Homeless Management Information System
(HMIS) and Bitfocus Clarity HMIS software
• Knowledge of HMIS policy, procedure, and data standards; familiarity with HUD, PATH, and TAY workflows
• Demonstrated ability to work independently and with a team and communicate effectively both verbally
and in writing.
• Demonstrated physical/mental ability to perform the duties of the job.
• Ability to maintain a reasonably high degree of confidentiality and ability to establish and maintain
effective working relationships with clients, community providers, superiors, co-workers and associates.
• An ability to organize, prioritize, and perform tasks in an accurate manner with specific attention to detail
and to multi-task.
• Dependable with excellent organization, interpersonal communication, and time-management skills.
• Present a neat and professional appearance and display company identification as required.
• Possess basic computer skills, including Word, Excel, Internet, and e-mail.
• Maintain a valid driver’s license and have access to own transportation.
